from private practice alone the officer in Singapore should make at least as much again as his salary. Further in nådi- tion to the duties of Government Veterinary Surgeon such as the officer in Singapore performs, I am also called upon

to control the whole of the food supply of the Colony, the

importance and responsibility of which in a Commmity con-

taining a population of 257,000 is no small matter, but which

is apt to be overlooked to say nothing of acting as

Superintendent of the Government Vaccine Institute - for

which work alone officers in the ome Service are paid at least £400- per annus, ilence it will be seen that the offices

of Government Veterinary Surgeon at Singapore, and that of

Colonial Veterinary Surgeon in ongkong canot fairly be com

pared together.

Additional duties as Superintendent of Government Vaccine

Institute.-

That I have not yet received proper recognition at the hands of the Goverment for services rendered to the

Colony in establishing and maintaining the Vaccine Institute

the benefit of which is fully recognized by medical men.

I respectfully beg that the question as to the cultivation

of vacaine lymph being a speciality or not may be referred

for decision to the Medical Officers of the Local Government

Board or some other professional men, it being work which

not one in a hundred of Medical Practitioners or Veterinary

Burgeons know anything about.

That the Government Institute is a paying concern

may be gathered from the fact that the profit and loss

account for 1899 shows & profit on the year after paying ali

expenses, of $1,681.45.

Increased cost of living.

That the present high cost of living and house rent,
